GENERAL ITEMS

9. ADOPTION OF HIGH SCHOOL EDUCATIONAL SPECIFICATIONS
Description

School Board Policy 7.78(1) {Adequacy of Educational Facilities and Growth Management} calls for the periodic adoption of educational specifications for each level.  Significant changes include site development criteria for physical education and competitive athletics, a decrease in the number of science labs, and a decrease in the number of student stations.  Notable continuations include the building layout, organization into Small Learning Communities, and raised floors in instructional spaces.  Approval of this item will replace the January 2007 High School Ed Specs with the attached version.



Recommendation
That the School Board of Sarasota County adopt the High School Educational Specifications, as attached.

AGREEMENTS/CONTRACTS

10. APPROVAL OF CONTRACTED SERVICES WITH LOURAWLS PRODUCTIONS
Description

This contract is for dance instruction at Southside Elementary School. Due to a previous contract, this contract is in excess of the $25,000 limit which requires School Board approval.



Recommendation
That the contract with Lourawls Productions for dance instruction at Southside Elementary from January 5, 2009 through May 29, 2009, be approved as presented.

11. APPROVAL OF THE LEASE AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND TAKE STOCK IN CHILDREN
Description
This lease grants access by the Take Stock in Children staff to a classroom size space at Booker Middle School, to be used as office space by the Take Stock in Children staff.  Enrollment projections for Booker Middle School suggest the lease will not impact the instructional program at the school.  Monthly rent is set to recoup the Board's costs of utilities.  Take Stock in Children is actively involved in mentorship activities at Booker Middle School so the location is a win-win for the organization and the students in our District.

Recommendation
That the Board approve the lease agreement between the School Board of Sarasota County and Take Stock in Children as presented.

12. APPROVAL OF AGREEMENT WITH COLONIAL PARK CLUB
Description
This agreement will allow for non-paid career technical work experience for Exceptional Student Education Students from Booker High School, Oak Park School, Riverview High School, and Sarasota High School, ages 16 to 22 years old, in 9th through 12th grades, to learn the day to day business operations at Colonial Park Club.

Recommendation
That the School Board approve the agreement between the Vocational Instructional Program and the Colonial Park Club as presented.

13. APPROVAL OF AGREEMENT WITH BAHIA OAKS LODGE
Description
This agreement will allow for non-paid career technical work experience for Exceptional Student Education Students from Booker High School, Riverview High School, and Sarasota High School, ages 16 to 22 years old in 9th through 12th grades, to learn the day to day business operations at Bahia Oaks Lodge.

14. APPROVAL OF THE LEASE AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND THE CITY OF NORTH PORT AT THE FAMILY SERVICES CENTER
Description

This Agreement will allow Sarasota County Technical Institute to be part of the Family Service Center by providing Adult Basic Education and GED preparation and testing to students from 16 years of age through adult.  The mission is to collaboratively integrate private human service providers and governmental entities to provide a multitude of services to the North Port community.



Recommendation

That the lease between the School Board and the City of North Port at the Family Services Center be approved as presented.

GRANTS

15. APPROVAL OF THE GARDEN OF HOPE GRANT APPLICATION TO SWFWMD SPLASH! MINI-GRANT PROGRAM FOR SARASOTA HIGH SCHOOL
Description
COMPETITIVE: Grant funds of $2,549.76 will allow creation of a Florida native plant garden to teach students about water conservation.  Additionally, time spent working in the garden will be offered as a reward to students for hard work in the classroom.

FIELD TRIPS

21. APPROVAL OF BOOKER HIGH SCHOOL FIELD TRIP TO BIRMINGHAM, ALABAMA, ON MARCH 4, 2009 THROUGH MARCH 8, 2009
Description

All of the participants are cast and crew members of the "John Lennon and Me" production.  Ten states will be competing in a one act play competition and Booker high school will be representing Florida.  The students will have the opportunity to work with students from the other nine states of the Southeastern Theater Conference.  Students will also be attending educational workshops during this trip.



Recommendation
That the Booker High School field trip to Birmingham, Alabama, on March 4, 2009 through March 8, 2009, be approved.

EXPULSIONS

22. APPROVAL OF EXPULSION CASE NO. 09-115
Description

The student listed in Expulsion Case No. 09-115 violated School Board Policy 5.30 and School Board Policy 5.34(1)(d), Robbery.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 15 of the 2009-2010 academic year.



Recommendation

That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-115 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2008-2009 academic year, the 2009 Summer Session, until January 15 of the 2009-2010 academic year.

23. APPROVAL OF EXPULSION CASE NO. 08-340
Description

The student listed in Expulsion Case No. 08-340 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On April 29, 2008, the student listed in Expulsion Case No. 08-340 violated School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs, Including Any Substances Represented as Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until April 21 of the 2008-2009 academic year.



Recommendation

That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 08-340 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately until April 21 of the 2008-2009 academic year.

24. APPROVAL OF CASE NO. 09-096
Description

The student listed in Expulsion Case No. 09-096 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On October 22, 2008, the student listed in Expulsion Case No. 09-096 violated School Board Policy 5.32, Zero Tolerance (1)(k) Threat to School Board Employee.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 15 of the 2009-2010 academic year.

That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-096 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2008-2009 academic year, the 2009 Summer Session, until January 15 of the 2009-2010 academic year.

Description
School Board Policy 5.34 (4) permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student is being placed in Oak Park-North.

Description

CONSTRUCTION

28. RATIFICATION OF AMENDMENT #4 TO THE ENGINEER'S AGREEMENT FOR THE TAYLOR RANCH ELEMENTARY SCHOOL - HVAC RENOVATION PROJECT
Description

This amendment will finalize the services agreement for design and construction administration services on this project.  This amendment will adjust the basic services fee portion of the contract from $215,000.00 to $199,010.00 due to charge backs associated with design errors and omissions.  There is no cost associated with this amendment.

That Amendment #4 to the engineer's agreement, dated 2/1/2005, with Forney Engineering, Inc. for the Taylor Ranch Elementary School - HVAC Renovation project be ratified as presented.

Description

The specified portables recommended for deletion have been inspected by Facilities Services and Construction Services staff are deemed to be no longer economical to maintain or renovate.  Funds for demolition are available in the capital projects account.  These portables are currently being utilized for various purposes as outlined on the enclosure.

30. APPROVAL OF CONSTRUCTION MANAGER'S CONTRACT FOR THE LAKEVIEW ELEMENTARY SCHOOL - ADMINISTRATION/CAFETORIUM/WING 100 PROJECT
Description
The project's scope of work shall include design and construction administration for new administration and cafetorium buildings, conversion of the existing Wing 100 into classrooms, and related site work.  The project will be multi-phased.  The new buildings with their related site work will be included in Phase 1.  Conversion of Wing 100 will be included in Phase 2.  Relocation or demolition of affected portable classrooms and related site work will be included in Phase 3.  On 12/9/2008 (Item #31), the School Board authorized negotiations with this company.  On 12/11/2008, the Director of Construction Services and two (2) members of the Professional Services Selection Committee (PSSC) met with a representative from Tandem Construction to negotiate a contract for this project.  This contract covers the pre-construction and bidding services portion only for this project.  The contract for construction will be negotiated separately at a later date.  This contract amount is $42,000.00.  These contract documents have been approved by the School Board attorney and are available for review at the Construction Services Department.  The project budget is approximately $12,425,000.00.  Funds for this project are available in the capital budget account.

Recommendation
That the construction manager's contract for the Lakeview Elementary School - Administration/Cafetorium/Wing 100 project be approved as presented.

31. APPROVAL OF RANKING FOR CONSULTANT SERVICES FOR ALL TYPES OF PAINTING AND WEATHERPROOFING FOR A PERIOD OF THREE (3) YEARS
Description
The scope shall include consultant services for all types of painting and weatherproofing for the School Board of Sarasota County for a period of three (3) years.  On 12/16/2008, the Professional Services Selection Committee (PSSC) met to select a firm for this continuing services contract.  The Committee has ranked them in accordance with School Board Policy #7.71.  The estimated cost for these services for the three (3)-year period is $750,000.00.  Funds for these services are available through individual project accounts.

Recommendation
That the ranking of qualified firms for consultant services for all types of painting and weatherproofing for a period of three (3) years be approved as presented and the Executive Director of Construction Services be authorized to attempt negotiations with the top-ranked firm.

FINANCE

33. APPROVAL OF SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE PERIOD ENDING SEPTEMBER 30, 2008
Description
The Superintendent's Financial Statements for the month ending September 30, 2008, does not reflect any unexpected trends at this early stage in the 2008-09 fiscal year.  The negative trend in the General Fund is to be expected as the District does not receive their main funding source, property taxes revenues, until late November.  However, the deficit spending in the General Fund will continue as fund balance has been budgeted to decrease this fiscal year due to State revenue shortfalls and reduced property tax revenues.  The Food Service Fund has a negative unreserved fund balance at September 30, 2008.  This is due to the Food Service Fund reliance upon reimbursement from the Federal Government and payment of student meals.  With school starting later in August and a smaller summer feeding program this year, the Food Service Fund reflects a lag in receiving payment for meals.  The Capital Projects Fund is reflecting a negative trend as the timing of debt borrowing has been delayed as the District awaits approval by the Florida Department of Education of survey recommendations on several capital improvement projects.

34. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE PERIOD ENDING OCTOBER 31, 2008
Description
The Superintendent's Financial Statements for the month ending October 31, 2008, does not reflect any unexpected trends at the beginning of the second quarter of the 2008-09 fiscal year.  The negative trend in the General Fund is to be expected as the District does not receive their main funding source, property taxes revenues, until late November.  However, the deficit spending in the General Fund will continue as fund balance has been budgeted to decrease this fiscal year due to State revenue shortfalls and reduced property tax revenues.  The Food Service Fund has a negative unreserved fund balance at October 31, 2008.  The Food Service Fund shows a decrease in revenue of almost 5% year to date.  This is to be expected as student enrollment has decreased.  The money the District receives through the Free and Reduced Meals program has increased approximately 5.5%, but revenues received from students paying full price or purchasing al a carte meals has decreased over 10%.  Expenditures have decreased approximately 6.6% from the prior year.  The Capital Projects Fund is reflecting a negative trend as the timing of debt borrowing has been delayed as the District awaits improved market conditions.
